    You might also find out that the "Preserve" requires the
    ranchers to install the fences and to improve the water
    facilities, all at their (the ranchers) own expense.

    like a nice
    polite person would do!
    
    Ranchers that have contracts with the Preserve have Barbwire
    fences all over
    the preserve.  Of course thats ok because they have the big
    bucks to give to
    the Preserve and the state of CA.
