Actually, this is going to change and has been discussed in Endurance News. 
 
In all honesty, I think the new pull codes are sort of stupid.  If a rider 
has a lame horse they aren't going to want to continue.  But if there is a 
question over a horses gait, it is just TOO SUBJECTIVE -- some vets clearly 
see a grade 1 or 2 lameness as a grade 3 and vice versa. I just think it's 
splitting things up too much and in the end is really doesn't matter who 
pulled the horse. Just that it didn't continue for whatever reason.
