    If it is desireable to have age limits at all, the proposal that miles of competition be used to qualify makes sense.  When my boys were growing up, with the exception of those things mandated by law, they gained privilege based on competancy not age.  An example was swimming.  Until they passed the swimming class that included 100 yds. crawl, they could only swim on protected beaches, with approved adult supervision.  When they passed the test, they could swim anywhere with friends etc.  One passed at 8 the other at 11.  Age had nothing to do with it.

    PS. Lets not get into a discussion about whether anyone should swim at an unprotected beach.  I do and allowed my kids to, others may chose differently.
