Don't know if this will help or not but I worked
for a trainer down in Texas once and he made me wash and massage every tail in
the place once a week. We used Orvis (?) soap. We would then dry,
braid and wrap the tail but I think that was more to keep the length. The
washing was for the itching though. Your mare hasn't had a nerve block
(whatever they call it) to keep her tail down has she? They tend to
itch.
