    No kidding! That old commercial "membership has its privileges" has a flip side - NON-membership should have its costs. There is no motivation for people to become a suuportive member of any organization if there is no cost for NOT. Simply put, Girl Scouts pay a  fee - 4H members pay a fee -  YMCA - and if you DON'T pay a fee you DON'T get to participate. My take is that non-members should be tickled to pay the fee and aprticipate with no commitment to the organizations that are committed to maintaining these kind of events and groups. Let's not even TALK about the costs of non-members going to rated Arabian shows! EEK! bad enough for members!
