    Report on the Endurance Committee Meeting

    Jerez de la Frontera (ESP), 29 April 2002

    The FEI Endurance Committee held its annual meeting in Jerez de la Frontera (ESP) following the
    World Equestrian Games Trial ride and Open Forum for Endurance. The Committee said goodbye to
    two of its members Carol Bunting (GBR) and Prof. Jerry Gillespie (USA) and welcomed Dr Dane Frazier
    (USA) and Ramon Lopez Lax (ESP) who replaced them.
    The major items on the agenda were the review of the star system for Endurance Rides, distances for
    Championships, items from the previous day's forum, developing the role of the technical delegate and
    the creation of a specialised list of Endurance Stewards. In addition, a work plan was established for the
    revision of the Endurance rules, which will become effective as of 1st January 2004.
    The proposals regarding the star system include the removal of minimum and maximum speed limits
    and a change to the wording of four-star rides to ensure Senior Championships are organised as 160
    km or 2 x 100 km whilst allowing for World Cup finals and other series to be run at shorter distances.
    These proposals will be sent to NFs and will be published in the next FEI Bulletin.
    The issues arising from the Open Forum were discussed and it had become obvious that
    communication needed to be improved. The Committee agreed that their responsibility was for the sport
    at a global level and that other geographical areas had to be taken into consideration when establishing
    the rules and managing the discipline.
    The role of the technical delegate was discussed and special courses for this function will be
    established during the year. The position of Stewarding was also a matter of concern, as NFs did not
    seem to treat this seriously for Endurance.
    Finally the procedure for the rules revision was established and the Committee proposals will be
    circulated to NFs for comment in the late summer.



    Report on the Open Forum for Riders & Chefs d'Equipe

    A very successful Open Forum on the future of Endurance was held on the occasion of the trial
    Endurance ride for the 2002 WEG. Over 70 persons representing all the leading Endurance nations
    attended as well as several from countries who are currently developing the discipline.
    The basis for the forum was the so-called "Toulouse Document". This was a motion put to the FEI by a
    group of European Chefs d'Equipe calling for a number of actions to be taken by the FEI. The principal
    issues were the distance of Championship events and the number of vet gates in 160 km ride.
    The FEI Endurance Committee confirmed that it had no intention of shortening Championship rides,
    however they wished to have the flexibility to hold Championships in hot and humid conditions where it
    was impossible to have 160 km events. Many participants suggested that this was the "back door" to
    shorter distances. The Committee agreed to write to all NFs confirming that major championships in
    normal conditions would be 160 km.
    There was disagreement over the number of vet gates. The French Chef d'Equipe Pierre Cazes,
    supported by the Belgian Chef d'Equipe Pierre Arnould, spoke strongly in favour of a reduced number of
    vet gates, whereas the US representatives including Valerie Kanavy, double World Champion, were
    strongly of the opposite opinion. The Endurance Committee agreed to look closely at the statistics at
    their meeting the following day.
    Other issues to be addressed were the use of heart rate monitors, schedules for events as well as the
    timing of rule changes.
    The conclusion the forum came to was that communication between NFs and their Endurance
    organisations was not as good as it should be and the Endurance Committee agreed to discuss this with
    the NFs and develop a method of direct communication without bypassing the NFs.
