    [RC] Sanctioning riders - A. Perez


      There have been several posts recently that made me wonder 
    about how and when aerc sanctions riders.  The first post
    was about a rider knowingly taking a horse infected with 
    strangles to rides, more recent posts were about riders 
    refusing to pull exhausted horses.
       Is there any process by which an RM can report such behavior 
    to AERC?  It seems to me that AERC should be able to ban riders 
    from any AERC sanctioned events for some offenses.  To me,
    knowlingly taking a horse with a highly contageous disease
    woudl be such an offense.
