    The goal should not be to "place blame" but to analyze what happened and why and make appropriate changes to minimize the risk to the horses. Issues have been raised by the WEG that need to be addressed. One needs to learn for their experiences by evaluating both the good and the bad. Hopefully this tragedy will lead to reforms. The truly sad thing would be if there were no reforms and these horses died in vain.
