I think I forgot to mention, that this horse can not get a top line. There
    is
no muscle on the back at all. You can even just about touch each of his
spines all the way down this back.

If you were to look at him, he looks strong and very well feed. His sholders
    are
strong and he has a nice rear end and a tad of a belly. I know how to put a
    top
line on a horse and I have been working hard on creating on for Shadow, and
this is not my 1st horse, I have put many a top line on my horses.

This is another reason I think it is back or hips. He is not creating a top
    line
because of why? He is protecting it, due to pain? He is worse in the
    riding ring,
this is the only time he becomes bratty. He will not give you his back
    ever, even
longlining and using 8 cones set up in a square and having him bend in and
    out of
the cones so he will lift is abs and use his back, this is not even helping
    to create a
top line...why? He gets longlined 2xs a week by a well known coachman, he
    should
have some sort of top line - don't you think?

You all have been super, and you all have sent me great things to read. I am
printing them out and taking them to my Vet, Trainer and Chiro. We will
    not
rule anything out everything will be considered!
