This may sound funny, but we have a pony that has
something similar. It freaked me out the first time I
saw it, but we discovered that it was grain that became
lodged way back in his jaw between his teeth and
cheek. We can press downward on it and work it out,
remove it with our finger, or give him a few hours and
he will work it out himself. Now we just laugh and say
he's saving it for later, or he's got a "chaw" of
    tobacco.

This may be something totally different from what you
find in your horses, but I thought it was worth sharing
    anyway.
