    Effective Date: December 2002

    So, basically if this motion gets passed the Cuyama 3-day ride in California ride could not happen because it is in March, only 3 months after the December 2002 "effective date", which means that it could not get special sanctioning because that has to be done 180 days (or 6 months) in advance.  This isn't in the best interest of the riders!!!   How silly to implement a rule change that will wipe out a successful ride (this one turned away a lot of people last year because basecamp can only handle so many).

    Maybe Mike Maul or Steph can explain how this will work?  (thanks)
