 I use vetwrap.  I take about 3 or 4 wraps around the tail, enough to have at 
least 6 or 8 inches covered.  Then I split the vetwrap into three tails, and 
I braid it into a chunk of tail hair for another 6-8 inches.  The vetwrap 
doesn't stay on the tail very well if it isn't braided in.  
I once had a ride manager thank me for making the red in the tail so obvious. 
 A little piece of ribbon doesn't stop people from getting too close, because 
they don't notice it.  When my mare's tail is wrapped and braided, PEOPLE 
NOTICE.  And if they don't, I tell them.  Actually I ask them if they know 
what a red ribbon in a horse's tail means.  Some don't but most do.  
Sometimes people think it is just decoration because I have a grey horse, and 
use black & red as my colors, that's why I usually remind them if they get 
into MY comfort zone, which is about 5 feet further away than my horse's 
comfort zone.
