    Hi Sarah,
        No, California does not have a statute specifically for horse activities
    as some states do, but case law in California does hold that there is no
    liability for injuries from risks "inherent to the sport."  There would be
    liability for negligence, but not for something everyone knows horses might
    do, such as spooking.
        Also, there is a statute preventing liability for injury on someone
    else's land when using it for recreational activities (for free)--this
    definitely includes horseback riding.
