    And so it would be if that were all the rule said.  The longer the Rule goes 
    on, the more open it is to interpretation and/or misinterpretation.  It does 
    debar the use of "drugs."  But goes on to say that "administration of normal 
    substances in abnormal amounts" are not allowed.  Can YOU adequately define 
    what that does and does not cover?
