But who says this?  AERC?  All of the people or some of the people who are 
riding LDs?  All or some of the ride managers who put on LDs?

If AERC (bylaws, definitions of LD) and *all* of the people who are riding 
don't define LDs the same way, then there *is* a problem.  How can AERC 
rules regulations be properly applied if there is no consensus about what 
an LD is?

I believe that is what some of us who are talking about this issue think 
this thread is about.
