    I agree with what you have just said.  It actually will slow down those fast 
    paced riders or (if they are that ignorant) cause injury to their horse 
    which, trust me, I don't want to happen but it will definitely teach then to 
    slow down a bit instead of the constant canter/run that they continuously do 
    on the easier riders.
