I don't see how entry could be denied for a treatment the prior year 
unless treatment could be tied to documented abusive treatment. Second 
is this what we really want to do? If a rider chose to not treat a 
marginal horse ( that could benefit from treatment ) because he would 
not be able to enter the next year this would be an unintended 
consequence and not a good one IMO.
