    I think that the discussion is not whether helmets could or would save a life if someone fell off a horse onto their head - I think we all understand that they do work - or even whether people should wear them. The discussion is rather whether AERC should mandate the use of any particular safety gear.


    Perhaps Joanne or some other legal type person could just answer this question for me: If one piece of safety equipment is mandated, might this open a big can of worms? By requiring helmets, could AERC be sued for *not* requiring other safety gear? For instance if someone was seriously hurt or perhaps killed in a horse accident during a ride because she/he wasn't using a vest, could AERC be sued for that?
