Ridecamp: [RC] Passports and health certificates

I have done many passports and understand the purpose for those who need them. But what I don't understand is Health Certificates. Each time I leave the state I have to pay my vet for a trip charge and a Health Certificates $30.00 or so.

Now he comes out exams the horse and writes down the coggins info. You know the test that said my horse did not have Equine Infectious Anemia 6 months ago when it was drawn. Now I drive through the Ag station and I get out of the truck take them the paper, they copy it and the coggins and say have a nice trip. They don't even count heads or color.....

I vaccinate my horses yearly and booster every 3 months on travelers and 6 months for on the farms. They breeding stock and travelers have coggins but I don't do the others until they are ready to go into training (two or thre years old). This is on 15 to 30 horses at any givin time. This is for my protection and my horse. So don't tell me the health certificate is to help protect my horse from those few who do not keep these up to date. Because he is most likely in the trailer with the other one with the propper papers out of sight from the Ag guy.

P.S.
I can say that 75% of the EPM test I have seen the results on, have shown signs of EPM.?.?.
