Oh my gosh ...a law requiring halters....my heart goes out ot
you.  Have you looked into the breakaway halters....the ones
with the velcro on them so if a horse does get caught on
something the velcro gives?  I guess if it were a law around
here I sure would.  WOW!!!   If you can't find any near you I
just agot a catalog that had them in.

Just a comment to add....it is beautiful here in Wis!!!  NO !!
SNOW !!!!!  The temps are above average!!!  The sun is
shining.....and I'm going riding !!!!!!!!!!!!!!!  YIPPEE !!!!
