Sounds like DSLD (Degenerative Suspensory Ligament Desmitis) 
to me.  But
you can't know for sure without proper testing (ultrasounds, 
etc.).
The filling and dropped pasterns are classic signs.  Also 
that it is
happening bilaterally.
