On the Muscle

I don't know where this line comes from, and there seems to be allot of ideas
what it means.  All I can tell you how a Dressage teacher I know uses the word.
She would use it, pertaining to "is your horse on the bit" - he is on the
muscle.
But like I said, it's just how she used the word, so I always thought that is
what
it meant.
