That's exactly what the $10 fee does......allows a non-member to be an AERC member for the duration of that weekend.

Why not require that anyone doing a ride of 50 miles or greater be a member
of AERC?  That would at least give us some leverage.

I think another option would be that the ten dollars you pay at a ride for not being a member of AERC actually makes you a member for that ride week-end.  You sign a legal paper stating such at the ride.  That way you are subject to the rules and penalties of AERC. And your ten dollars goes to the full year fee if you want to join permanently.
 
Sounds too easy, and probably won't turn out to be so, when the lawyers get hold of it.  Reality always seems to make things more difficult than it should be.
