Try blindfolding him at the vet check.  I had a friend who had a horse
who acted much like yours, all she did was blindfold him when she
reached the vet check and he would calm right down.  She used a Bandana
she carried for this purpose and just tucked it into his bridle at the
vet check, it could also be removed quickly in case of emergency.  Hope
