It sounds like your horse started doing this a few weeks ago, so the first 
thing I'd do is check that the hoof is trimmed evenly.  Does he have on 
shoes?  Are the hoof walls the same length in the quarters (on the side where 
the nails go in when shod)?  Do the hoof walls flare out at the same angle 
from coronet band to ground on each quarter?
Any chance he could be developing an abscess --- if so, he might be trying to 
avoid putting weight on one side of the hoof which is affecting his way of 
going?
Probably the farriers & vets could address this better & hopefully will chime 
in.
