I think you stated roughly that horses are the most dangerous animals
because people don't think of them as being potentially dangerous
and accord them the respect/caution a 1000 lb prey animal should 
have, especially when in a herd; where they would respect other
animals.  Unfortunately most any park ranger can probably tell you
that all too many folks think that any animal that does not run away
or is not behind a cage will act tame.  People at most every national
park will walk their toddlers towards elk, moose, buffalo, etc to get
a closer look.  You really cant trust that the general public will have
a lick of common sense; and this is not true only about "romaticized
horses"
