I have some of that and it does seem to help.  It's supposed to do two things --
prevent the eggs from sticking to the legs and prevent the ones that do stick
from hatching.  I see less eggs on the horse when I use it, so the first one
seems to work.  But we're fortunate to not have a big bot fly problem here too.
