I have had this happen.  I basically ignored it.  The horses were
already unloaded and away from the picnic area. They peed on the grass,
munched a bit and I walked them around for 15-20 minutes.  After I
loaded them I brought out a broom and dustpan and swept up sawdust and
manure and placed it in my OWN trash bin.  The trooper watched me the
entire time, but said nothing further and neither did I.

I doubt there is any "law" or that he could produce it in writing. They
are just not horse people and have NO understanding of horses or their
needs.  I figured I would do what I intended and show him that not all
horses and horse people are "undesirables".

Out west (like Wyoming) I have been unloading pens right in the rest
areas.  But these rest areas are NOT the highly manicured ones we see
out east.
