Jackie,
All the SE rides I've been to had plenty of green grass on the trail and at 
the checks, and plenty of helpers hauling stuff out to the checks for the 
riders too.
I think the West is pretty barren, grazing wise. It's probably easier for 
management to provide hay for all than to haul a little bundle from camp for 
every rider.
