Remember, the preamble to the AERC Rules and
Regulations states "but the competitor is ultimately responsible for self and
mount, before, during and after an endurance ride". It is the competitor who
must be held responsible, the AERC is not, has not been and I hope will never
be, a policing entity. It is up to the competitors, peer pressure, or as Angie
said "shunning" to keep potential offenders in line as to the welfare of the
horses.
Stop
the innuendos, rumors and the like. State the actual facts and if you do not
have the facts keep silent. If the facts support action then the use of peer
pressure as a beginning and if the abuse is prevalent and identifiable then Rule
16.1 (c) can be invoked for more serious action.
But
stop the rumors before they get out of hand.

Maggie, since we don't have a "novice" category. LDs don't seem to
always work as novice rides either. But it would be nice to know that
