As West region sanctioning director, it is my responsibility to monitor this 
sort of thing.  Had I known this had been a problem last year -- or even 
before? -- It would have been my responsibility to deny re-sanctioning. This 
is a dubious honor, but the issue must be reconciled before next year or 
there will be no American River ride held in the same place, nor on park 
property. Sad, but true. This sort of thing can go a long way to killing 
other ride managers' chances of using public land. I'd like to hear American 
River ride management's side of the story.
