 I've always seen a 'stud fence' with the electric run around the inside,
 about level with the top rail, but when I did my fence, there were some
 places that were difficult to wire because of the kind of posts and so I
ran
 it straight up, about 6-8 inches *above* the  regular fence and that has
 worked much better for me.  In the areas where it is run on the inside, he
 can arch his head and neck 'over' without touching it, but they don't take
a
 chance where it runs above the top.
