Centerfire rigging

I have never used a western style saddle before I got the #800 so I was still
learning some of the ins and outs of it.  Only done English before.  I have
noticed on Ridecamp the has been some discussion of saddle fit.  Someone said
the western saddles are made to sit on the shoulders.  I have never placed mine
there, but place it two hands behind the shoulder.  What is your take on this.
