Girth on Sports Saddle

Hi Guys,
I am hoping some of you might be able to advise me regarding my sports saddle.  My mare has a fairly good set of withers, and a nice hollow behind them so that most saddles tend to stay in place well.  When riding downhill in my Hartley English saddle I have no problem with the saddle slipping. However, my Sport Saddle tends to slip forwards, ending up over her withers.  When I position the Sport Saddle on her back, just behind the scapula, the girth is falling a good 4-6 inches back from her elbow.  I tighten it in that position, but it naturally tends to creep forward till the girth sits just behind her elbow, and the saddle is perched on the wither.  Any ideas?  How would I go about asking a saddle maker to position the rigging for the girth?  Although a crupper would help, I feel that I should try to address the basic saddle fitting problem.
