One can check teeth if a horse is not registered--it isn't very precise, but 
will at least get you "in the ballpark" with a young horse.  This is 
unfortunately a rule which can only be strictly enforced for registered 
horses, but one would hope that an owner with a horse that is "five by his 
teeth" will understand the rationale for the rule and care enough about the 
horse to ride accordingly.
