The Mary Coleman/Amish waterproof blanket I have has a liner (wool??), so it 
is good for cold weather.  I use it at rides (horses can get in stalls at 
home), and at one ride it snowed & horse was fine (blanket was only 
"shelter").  I subsequently picked up a hood on sale from (I think) STateline 
and the horses have stayed warm & dry in downpours (they look like Sir 
Lancelot's horse with the black blanket & hood on!).
