I made a strap from nylon flat ?cord?  Not twine or string, but flat.  I made 
it to velcro around horse's pastern so if need be, it can come undone.  I 
wouldn't want something there that I would have to cut off it there was a 
problem.
I believe that Easyboot Co. sells this same kind of strap.  They are easy to 
make at home.

The Easyboot alarm is called baling twine.  Loop it through the
heel strap at the back before putting the Easyboot on the horse.
Use the twine to pull up the heel strap before setting the buckle.
And then tie the baling twine fairly loosely around the pastern
(not so loose that it can slip over the foot).

If the Easyboot comes off, a) it stays with the horse and b) you 
hear it flapping around.

I discovered this method when I called EasyCare to get their
Easy keeper straps and was told by the person on the phone that
they were out of stock, but baling twine worked just as well :).

And that stuff breeds like rabbits around here, so there is no
shortage.
